Beulah S. Payne (“Peggy”), 87, of White Plains, MD, passed away on Monday, November 17, 2025, at her home, surrounded by family.
Born on September 12, 1938, in Walkersville, West Virginia, Peggy was the daughter of the late Orville and Dorothy Sapp. She was preceded in death by her first husband, Robert Payne, her second husband, James Hughes, and eight brothers and sisters. Peggy never lost her love for her roots in Walkersville. The Sapp family farm, where she was born, remained one of her favorite places, and she often said that no matter where life took her, country roads always led her home.
She is survived by her sons, John R. Payne and Michael J. Payne Sr.; her daughter, Mary Ann Hall; and her sister, Jean Trotter. She is also survived by eight grandchildren and six great-grandchildren.
Peggy worked for the Census Bureau, retiring as a Branch Chief. After her retirement, she dedicated her time to her favorite roles — being a mother, grandmother, great-grandmother, aunt, and great-aunt. She loved bringing her family together, whether it was the Sapp Family Reunion, the Payne Family Reunion, Christmas parties, Thanksgiving dinners, or any holiday celebration. She poured her heart into making sure everyone stayed connected, cared for, surrounded by love, and always well fed.
The family will receive friends on Monday, November 24, 2025, at Sacred Heart Catholic Church (201 St. Mary’s Ave., La Plata, MD 20646) from 9 AM until her Funeral Mass at 10 AM. Interment will follow at Mount Rest Cemetery (La Plata, MD). A repast will be held at Sacred Heart Catholic Church beginning at 12 PM.
In lieu of flowers, the family welcomes donations to Ireland United Methodist Church, a community near and dear to Peggy’s heart.
